Hi,

Go to a craft shop and even a fancy dress shop. They sell ready make masquerade masks or the plain bace for a masquerade mask. Then all you do is add the bits and peices to make it your own.How to make a masquerade mask?
go to this place it healped me. http://masquerade.stuff.gen.nz/masq-99/mask-tips.htm
I would use a styrofoam plate or cardboard to cut out the shape of the mask then I'd color or decorate it and punch two holes on the side for string.
yes
VERY CAREFULLY
If you want to go with papier mache' , you'll need a piece of plastic wrap, dishwashing soap, and a willing model (or styrofoam wig mannequin head).

First, tape a layer of the plastic on the upper half of the person's (or dummy head) face, conforming it to just above the eye spaces %26amp; forehead. Then smear the plastic with a thin layer of soap. Next, lay strips of wet papier mache' on the plastic, indenting %26amp; building it up to the style you want, and let it set. Before it fully hardens, make any holes you'll need for whiskers or other attachments. Once it has hardened fully, carefully remove the mask and peel off the plastic. Then you can paint and decorate it.
masquerade masks are supposed to be very CHIC and POLISHED paper mache is all lumpy lookin'....try using cardbord :)
